Association bans selling of land

ITANAGAR, Sep 15: Tarasso Circle Youth Association in a meeting has decided to put a ban on selling of land to people outside the jurisdiction of Papum Poma, within the administrative jurisdiction of Tarasso Circle. It has also put a ban on cutting of Timber, Fishing, Hunting and selling of mithuns for commercial purposes. It was also decided that those willing to sell their land notify the Panchayat leaders, G.B’s or local administration.

The meeting was attended by Panchayat Members and gaon burahs among others. It said that fines will imposed on the defaulters.

 

Condolence

ITANAGAR, Sep 15: The Capital Complex unit of All Karga Welfare Society (AKWS) deeply mourned the death of Jamar Ngomle at the age of 94 on September 12 last after a prolonged illness at Yachugi village under Gensi circle of West Siang district.

He left behind 3 wives, 4 sons and 5 daughters.

Ngomle was a social worker and village leader of Yachugi village. He was also a member of the relief team of the 1950 earthquake. He was appointed as GB of Yachugi village in 1952 by JN Thomas, then assistant political officer.

His death is a great loss to the entire society and family members, said  AKWS and prayed for eternal peace of the departed soul.

 

Anukul’s birthday

ITANAGAR, Sep 15: The 124th birthday of Sri Sri Thakur Anukul Chandra will be celebrated in a grand manner at Sat Sang Centre, Basar Complex Itanagar with religious fervour on Sept 16. Large number of followers of Anukul Thakur are expected to take part in the celebration.

 

Bank customer lodges complaint

ITANAGAR, Sep 15: A customer of SBI, Naharlagun has demanded enquiry into the incidence of ‘cash transferred’ without his knowledge from his account.

In an FIR lodged at Naharlagun Police station, an APP constable Taba Tacha said that he had deposited an amount of Rs 1.10 lakh to Naharlagun SBI for settlement of personal loan taken from SBI Koloriang branch on Sept 3 last. On enquiry at Koloriang branch, he was informed that “cash has been transferred from his account.’

Further enquiry at SBI Naharlagun on Sept 7,   Tacha alleged  that CM of Naharlagun  did not take any action. The bank customer urged the police to enquire the matter and punish the guilty personnel.

 

Solung in Delhi

ITANAGAR, Sep 15: Solung Festival was celebrated on Sept 10  at Arunachal House Delhi by Solung Celebration Committee headed by Halley K Jamoh (President) and Adam Tatak(General Secretary). MPs Takam Sanjoy and Ninnong Ering were the Chief Guest and Guest of Honour respectively. The festival was attended by K N Damo DRC, S Dubey DRC, M Bagra ARC and other dignitaries from North Eastern States apart from students of Arunachal. The cultural programmes were highly appreciated which was followed by General Ponung.

 

Implementation of new technology in Lohit

ITANAGAR, Sep 15: The Krishi Vigyan Kendra (KVK), Lohit district has started magur (Clarius batrachus) cultivation in Kherem village. The progressive farmer Chow Sujanta Mansai showed his interest for adoption and as per the guidance made all the arrangement for semi intensive type magur cultivation. The magur seedlings and feed have been distributed under guidance of Dr. Debasis Sasmal (SMS, Fishery Sc.), and Dr. Prasanta Kumar Mallick (Programme Coorditator, KVK, Lohit) under the supervision of Mr. M. Chowlu, PD ATMA cum DTO, Kherem, with an objective to implement ‘Magur cultivation’ and meet the protein demand by popularizing the technology to the rural people living in the disadvantaged regions.

 

Action plan on Socio- Economic and Caste census

Itanagar, Sep 15: A meeting on Socio- Economic and Caste census 2011 of Papum Pare District under the chairmanship of Deputy Commissioner cum principal SECC officer Shri Pige Ligu was held here at DC Office Yupia to discuss action plan.

Underlining importance of SECC the Deputy Commissioner  called upon the officers to seriously take up the task of SECC census and to monitor effectively so that there would not be any lapse. He said that census is aimed at identifying BPL household in urban and rural areas that ought to benefit from central welfare schemes.

He asked PD, DRDA, Urban Planning Officer, Distt statistics officer to take up the task smoothly. Earlier, UPO, Yupia explained the purpose of the meeting requested all the departments to cooperate by providing human resources for successfully carrying out census work which is going to start from 1st week of November this year. Boy jumps into river

Koloriang: A boy allegedly committed suicide on Tuesday by jumping into the mighty Kurung River. Eye witnesses said Dhiraj Jaiswal, a student of class 10, had left his school bag on a rock near the river before the jump. The body has not been found yet and the search is on.

Jaiswal was studying in Higher Secondary school Koloriang and was living with his uncle who owns a shop in the town. (DIPRO)

 

Daporijo to host state level open chess C’ship

ITANAGAR: The 3rd state level open chess championship would held at Daporijo, the district headquarter of Upper Subansiri, from November 9 to 14 next.

The tournament will provide and opportunity to the chess players of the state to prepare themselves for the North East Open Chess Championship tentatively fixed in the month of January, 2012, said Upper Subansiri District Chess Association, the organizer. Chess players from various districts would participate in the tournament.

ANLF and NSCN cadres surrender

in Changlang

ITANAGAR, Sep 15: Giving a major boost to the peace building process in the insurgency affected Changlang district, 4 Assam Rifles operating under the aegis of 25 Sector Assam Rifles today secured the surrender of six terrorist of Arunachal Naga Liberation Front (ANLF) and one from NSCN (Khaplang).

In a simple ceremony conducted at HQ Arunachal and Assam Range, these cadres surrendered with one .22 Rifle, four pistols, two revolvers and ammunition. The ceremony was presided over by Commander, 25 Sector Assam Rifles and Commandant, 4 Assam Rifles. The ceremony was also attended by SP, Changlang and other civil dignitaries, besides the parents and relatives of the cadres. All seven cadres are local youth who had been misled into joining insurgency by unscrupulous elements from the UGs, said a release by the AR. The Commander appreciated the bold step taken by these insurgents to shun the path of violence and join the national mainstream.

The event also assumes importance as all cadres who surrendered were locals and hence will prove to be a source of inspiration for other such cadres to come forward and join the national mainstream.

The event also exhibits the goodwill and confidence generated by Security Forces, who by their relentless and sustained operation have been remarkably successful in creating a secure environment in Changlang District and thereby giving a severe jolt to the insurgency in the area, it added.

 

AAPSU reacts to FCI letter seeking shifting of Regional Office

ITANAGAR, Sep 15: All Arunachal Pradesh Students Union has reacted strongly to a letter seeking shifting/closure of Regional Office of Food Corporation of India in Arunachal Pradesh due to “security concerns”. The letter sent by Deputy General Manager (R) FCI Office Itanagar to FCI Delhi was reverted back to FCI Executive Director (Zone) Guhawati calling for comments.   

AAPSU president Takam Tatung who released the papers to the media houses informed that Gopal Karthikeyan, Deputy General Manager (R) FCI Office Itanagar has written the letter to the Chairman and Managing Director of FCI Headquarter for immediate Shifting/Closure of present Regional Office Arunachal Pradesh to Guwahati, Assam Vide Letter No. Security/FCI/RO/APR/2010-11, dated 08.08.2011.

He said that the move was uncalled for. He questioned what kind of security threat was being posed to FCI, Arunachal and demanded that FCI official make it known to the people of the state why such anti poor move was being mooted.  He further said that action be taken against the official for his suggestions that Arunachal regional Office be shifted out of Arunachal or closed down. Terming the suggestions of shifting/closure, Tatung said that state government should take notice and action be taken for the  baseless suggestions.

 

Shooting incident at Pasighat results in death

ITANAGAR, Sep 15: In a bizarre and shocking incident, a 21 years old young girl died and her mother sustained bullet injuries after an IRBn inspector reportedly fired at them at Pasighat yesterday.

According to sources, inspector Toko Doni of IRBn got enraged after some altercation relating to the girl and opened fire from a revolver killing the girl identified as Rita Dorjee on the spot and injuring her mother Rupa Dorjee, 41.  The incident occurred at around 11 am at Paglek village near DFO's quarters.

Rupa Dorjee who sustained serious injuries on her face was reportedly evacuated to Dibrugarh for further treatment.  Police recovered the pellets of the fired bullets from the spot, sources said. Meanwhile, East Siang SP informed that the accused is still absconding and investigation is going on.

Meanwhile, United Siang Progressive Alliance (USPA) has condemned the brutal murder of a girl and demanded immediate arrest of the accused. The Alliance also urged the state Govt to release financial assistance for treatment of injured mother who is now undergoing treatment at  Dibrugarh hospital. It further said Govt should extend financial assistance to head of the family who lost his daughter.

 

Home Minister seeks Tamil Nadu govt intervention

ITANAGAR, Sep 15: The State Government today urged its Tamil Nadu counterpart to intervene into the incident in which 20 Arunachalee students studying in Valliammal Polytechnic College, Kancheepuram district were beaten up by Tamil Students on September 13 last.

As told to Home Minister Takar Marde, who spoke to the principal of the institute over telephone this morning, the incident took place in a nearby street in which 7 Arunachalee boys were injured and they are currently under medical care at SRM Hospital.

The Home Minister advised the Principal of the institute to instruct the Hostel Warden to take proper care of the boys and every possible steps should be taken so that such incident do not recur, the Home Minister said in a release.

Meanwhile, State Chief Secretary Tabom Bam following an instruction from the Home Minister communicated with his Tamil Nadu counterpart and requested him to intervene into the matter and resolve the matter amicably.

In his letter to Tamil Nadu Chief Secretary, Bam requested him to ensure the security and safety of the students studying in the institute. He further requested him to ensure that such incidents which may have a communal backlash are prevented from taking place in future.

 

Forum takes up the cause of the jail

ITANAGAR, Sep 15: Expressing concern over the deplorable condition of the Central Jail at Jollang, where convicts, undertrials and foreign prisoner have been kept together, Arunachal Vigilance Forum (AVF) has demanded immediate initiative from the Government to improve its condition.

A team of AVF, which recently visited the jail, claimed to have found it in a deplorable condition without having sufficient infrastructure and separate cells for the prisoners which often leads to conflicts among the undertrials and convicts. Further, mingling with inmates suffering from various communicable diseases like TB etc. by other prisoners is not at all a healthy practice, the Forum said in its letter to Home Minister.  Moreover, there is one prisoner from China who is staying along with other local prisoners which is not appropriate. Above all, the responsibility in regards to safety and security of the foreign prisoner completely lies on the hands of the state Government, it said and demanded the Home Minister to construct separate cells for all kinds of prisoners immediately.

The Forum also demanded for construction of staff quarters, proper water supply, providing sports facility to the prisoners, improving medical facility, establishing a jail canteen and engaging ITBP or IRBn jawans to guard the watch towers.

 

Society calls for segregation of jail

ITANAGAR, Sep 15: Cultural and Literary Society of Mishmi of Anjaw and Lohit called for setting up of a District Jail and a Children Home for the underage juvenile offenders at Tezu, Lohit district immediately.

It said that keeping under trial persons, some arrested for petty crimes and other juvenile offenders in same jail together is not congenial and safe. The jail may serve as a platform, a room for unholy alliance between the innocent and wicked person and it could be detrimental for some people, it said.   Several hardcore terrorists and criminals who have been arrested by the state police from different region of East Arunachal on the charges of murder, kidnapping, extortion and rape are locked up in an ordinary jail in Tezu until acquitted or convicted by the District and Session Court Tezu, the Society said.

 

ANYO refutes NWA statement

ITANAGAR, Sep 15: All Nyishi Youth Organization (ANYO) has vehemently condemned the malicious statement given by Nyishi Welfare Association which appeared in today’s edition of various local dailies. In a release organization claimed NWA is working as part of state government to disintegrate the Nyishi community.

“We understand their compulsions as a paid servant to carry out the agenda of their mentor, but attacking on the supreme authority of the Nyishi’s-  the Nyishi Elite Society(NES) is not digestible from a handful of deserter of the community interest for their personal gains, ”ANYO stated.  

 The mammoth turnout of the people from all walks of life in the Nyishi Dignity Rally held on 13th bears testimony to the sentiment of the people against anti- Nyishi attitude of the Government. The NWA is also a by-product of anti-Nyishi move of the Government, and so they are against the Nyishis (NES) the organization said.

The appointment of political and non-political posts from the Nyishi community as referred by NWA is quite natural and nothing to ponder over it whoever may be in the government.

It appealed to the Nyishi Elite Society not to respond to those “paid servants who speak against the own community” it said.

 

Wild meat seized

ITANAGAR, Sep 15: A gunny sack containing dressed meat of wild boar was seized by the patrolling team of the Poma and Lobi wildlife range from Ganga daily market here around 11.30 this morning. However, no meat or vegetable vendor in the market has claimed ownership of the meat which had been kept under an ice box in a gunny sack, range forest officer Goba Doke informed. Expressing apprehension that wildlife meat is being sold surreptitiously in the capital’s daily markets, Doke has sought the people’s cooperation in putting an end to the racket.

 

Forum calls for strict adherence to guidelines

ITANAGAR, Sep 15: Changlang Elite Forum (CEF) appealed to all the Government Departments to strictly follow guidelines issued by Planning Department while executing schemes under SPA/ACA, NEC, NLCPR etc.

The executing agencies should furnish all tender related informations in the office notice board or local dailies thus helping eligible contractors to participate in the bid process, CEF said in a release. While urging all such departments not to compromise with quality of work, the Forum said that Govt has introduced 3rd party monitoring agency to check quality of work.

Meanwhile, the Forum claimed to have unearthed some irregularities in a Govt department in Changlang and in the implementation of NREGA and Rajiv Gandhi Gramin Vidyitikaran Yojna (RGGVY).

 

PR leaders meet Rahul, ministers

ITANAGAR, Sep 15: A delegation of Arunachal Panchayat Raj Coordination Committee met Rahul Gandhi, General Secretary, AICC at his official residence in New Delhi.

Zila Parishad Chairpersons of Arunachal Pradesh apprised Rahul Gnandhi about the various problems of Panchayat Raj in the state and submitted a memorandum to be taken up on priority basis for the betterment of general public at grass root level and for the stability of Panchayat Raj Institution in the state as well as for the party.

Rahul Gandhi is reported to have assured the delegation patiently heard of his cooperation and to take up the sentiments of Panchayat Raj Institution with the AICC president.

The delegates of APPRC later met union minister of panchayat and Tribal Affairs, V. Kishore Chandra Deo yesterday  and apprised him also of the same, which the later assured to take up the issue of the Panchayats seriously on priority.

Earlier, on 8th September, the APPRC delegation attended the National Literacy Day and International conference on Women’s Literacy for Inclusive and Sustainable development, inaugurated by Pratibha Patil Singh, President of India, in which representatives of 14 countries of E-9, SAARC UNESCO attended.

 

More needs to be done: Chidambaram

DGPs/IGPs Conference

ITANAGAR, Sep 15: The Union Home Minister P. Chidambaram inaugurated the DGPs/IGPs Conference in New Delhi today. In his address Chidambaram exhorted the Intelligence Bureau and the intelligence wings of State police forces to continue to do their silent and solid work. The Minister said that we have taken up the task of capacity build since the Mumbai terror attacks, but more needs to be done.

Apart from representatives from the centre, Directors General and Inspectors General of Police of the States and the Union Territories; Chiefs of Central Police Organisations and other delegates were present. President’s Police medals for meritorious service and Police Medals for Distinguished service were also conferred on 37 police officers on the occasion.

Between September 1, 2010 and August 31, 2011, 29 personnel were killed in the North East; 41 in Jammu & Kashmir; and 163 in Left Wing Extremism affected States, he said.

“Questions have been raised about the capacity, competence and commitment of our security forces and, especially, of the intelligence community. Doubts have been expressed about the investigations that are underway and, especially, of the cases that remain ‘unsolved’. There is concern about the long time taken for completion of trials and conviction of the accused.  While I shall deal with these issues presently, I think the leaders of the police forces – and especially the intelligence community – need to communicate more openly and more often to the people”, he said.

Another recurring challenge is how to deal with civil disturbances. The right to dissent and the right to protest are basic rights in an open society. However, we find that more often than not such protests turn violent, he said. The question that arises is how much force may be used by the security forces to deal with such civil disturbances? Following the turbulent summer of 2010 in Jammu & Kashmir, we advised the security forces to re-write the standard operating procedures (SOPs) and use only non-lethal methods to control civil disturbances, including stone pelting.

The remarkable improvement in the North Eastern States has not attracted the attention that it deserves. Last year, I referred to the appointment of two interlocutors to talk to various groups in Assam, Manipur and Nagaland. I am happy to report further progress. We have ceasefire agreements with both NSCN(IM) and NSCN(K). We have Suspension of Operation agreements with NDFB, UPDS, DHD, ANVC, KNO, UPF and, more recently, with ULFA. The commencement of formal talks with NSCN(IM) and ULFA has been enthusiastically welcomed by the people. Some splinter groups and some smaller groups are still holding out and refusing to accept the offer of talks. In Manipur, a united front of seven Meiti underground groups has been formed. Therefore, a large presence of security forces in the North Eastern States is a necessity to deal with both the threat of violence and the cases of extortion. While we are happy with the decline in the level of violence, we can be satisfied only if the ongoing talks with different groups lead to the disbanding of armed cadres and honourable political agreements.

The challenge of terrorism is a formidable challenge and requires a comprehensive strategy of counter terrorism, he said.

Nahrlagun, Sep 15: The Doordarshan Kendra Itanagar, celebrated the 52nd Doordharsan Anniversary at its  Studio, here  today with colourful cultural programme.

The Secretary of Ramakrishna Mission Hospital, Itanagar, Swami Partho  Maharaj and Director of Information and Public Relations, Arunachal Pradesh Leki Phuntso attended the function as Chief Guest and Guest of Honur respectively.

Swami Partho in his address  on the occasion, praising the activities of the Doordarshan particularly attaining to its social responsibility since its experimental telecast in the year 1959,  said age old traditions do not die so easily.

Eminent writer- Journalist and Member, Arunachal Pradesh Public Servic Commission, Mamang Dai, in her speech  dedicated her recognition in the field of literature and  journalism to the support and love of the people of the state. It is a true recognition to the efforts and potentials of the  people of north East , she added.

Media in the recent years has become a super power,  but we should know how to manage the information we gathered so that it lead us to democratic education of the people. The Doordarshan has become a great medium where all government programmes and policies are telecasted for the  interest of the people. We have been living together in harmony  and has come up as one entity, this is our greatest asset, she said.

She appealed the Doordarshan to  play the key role in protecting and guarding this  unity in diversity.

Senior Journalist Pradeep Kumar Behera who also spoke on the occasion while praising the Doordarshan for its quality service suggested for expanding its signals to far flung areas of the state to counter foreign radio signals which according to him is so massive that  radio and TV signals of the state are badly disturbed .

Social activist Bini Yanga,  head of Office, L.Manibabu Singh, and Head of Engineering , Programme Executive Archana Bhattacharjee also spoke on the occasion.

The other highlights of the function were live show  of 15 cultural items from the Doordarshan Kendra’s studio.

 

Orgs demand cancellation of lottery tender

ITANAGAR, Sep 15: All Arunachal Contractors Welfare Association (AACWA) and Arunachal Pradesh Indigenous Tribes Union (APITU) have urged the state chief secretary to cancel its tender for selection of distribution/selling agent for conventional paper and online lottery for Arunachal Pradesh.

Justifying its demand for cancellation of “request for proposal’ (RFP), Dt August 28 last,  both the organizations in separate letters to CS said the “ the pre-qualification requirement of bidders  has been purposely prepared to suit the eligibility criteria of particular bidder, who is a Chennai based lottery tycoon.

Opposing the various clauses in tender including pre-qualification requirement, the organizations said  not more than 3 lottery dealers, one of a them in Chennai, in the country have asset of Rs 100 crore as on March 2011. They alleged the condition made in the tender is intended to select a  Chennai based bidder who, it said, has serious criminal records in other state. They urged the state Govt to review the pre-qualification requirement for a bidder and facilitate the participation of maximum indigenous bidders in tender process.

Meanwhile, Arunachal Pradesh Colleges Forum (APCF) in a letter to Chief Minister demanded modification of Lottery policy in the state. The term and condition mentioned in the lottery were not in favour of indigenous companies and it will only encourage the outside firms, the Forum said.

The Forum demanded  modification of tender for participation of local in bid process. Appointment of local distribution will  boost the state revenue and also create employment opportunities, the Forum added.    

 

 

Villagers oppose proposed merger of village under Doimukh circle

ITANAGAR, Sep 15:  The people of Satang village including gaon burahs, panchayat leaders of Kheel panchayat under Toru circle have expressed surprise over the  notification  No. DC/PP-GA/2011/1188 issued by the Papum Pare DC for merger of Satang village with Doimukh circle.

Villagers in a meeting held at Sept 13 last unanimously decided to remain under Toru circle.

Meanwhile, the Panchayat leaders including ASM Taba Mam  and   gaon burahs of Kheel and Chello village, in a letter appealed the DC  to withdraw its  notification in greater interest of the  villagers.

 The views of the people of the villagers who are living together under the circle since 1979 have not been considered. Moreover, the Toru circle headquarters is only 13 km away from Satang, whereas distance between Doimukh and Satang village is 23 km, the letter said and appealed the administration to reconsider its decision.

 

Students to safeguard interest of land owners

ITANAGAR, Sep 15: All Papum Pare District Students’ Union (APPDSU), in its central executive body meeting held recently has resolved to safeguard the interest of those land owners, who could be victimized by the ongoing highway 4-lane project in the district.

The Union would focus and give stress on proper implementation of the Land Acquisition Act 1894 by the concern authority while acquiring land for the purpose. Further, it would educate the affected land owners of their rights on matter related to compensation, rehabilitation and relocation under the Act. A committee was also constituted in this effect with vice president Nabam Tado as chairman.

Meanwhile, APPDSU expressed grave concern over destruction of police station on September 12 in front of the DSP, attack on two members of the union at general ground, Sagalee. It claimed that no member of the union is responsible for the either incident. While condemning the administration of the area concerned for failing to maintain law and order situation, APPDSU demanded the authorities concerned to suspend AB Mondol (I.O) of Sagalee police station for his negligence towards his duty as well as failing to initiate inquiry into the entire episode and book the culprit involved.

Further, the student union demanded the authority to detain the culprit within 48 hrs failing which the union would be compelled to take appropriate future course of action.

 

Medal winners felicitated, Org  rues lack of fund

ITANAGAR, Sep 15: The medal winners of recently concluded National Sub-Junior Boxing Championship were felicitated last evening at Hotel Mon-Yul, Gohpur Tinali by the Sports Authority of Arunachal Chairman Tungri Effa and Sports and Youth Affairs Director D K Dinglow in a function attended by various sports organisation of the State.

The medal winners included Karling Natung, Techi Bida and Anuk Juja of National Sub-Junior Boxing Championship, Shillong and Sunday Natung also who won Gold in the National Sub-Junior (Women) Boxing Championship at Chennai last month.  

On the occasion, the executive members of the State based sports organisations expressed their grievances over the multipronged problems the sportsperson have to face. The sporting bodies suggested concrete and effective measures from the GoAP in promoting sports in the State. The conglomeration of sports organisation said that there was no dearth of talent in Arunachal Pradesh but lack of infrastructure and proper policy hinders our players to shine like other boys and girls as in the case of Manipur and other State.

SAA Chairman Tungri Effa and S&YA Director D K Dinglow fielded the queries and assured to place the grievances of the organisations to Chief Minister for early and proper initiative.

SAA Chairman Tungri Effa highlighted the various problems being faced by the Authority in disbursing the services to the sportspersons. He informed that the Authority is getting only 1 crore which is not sufficient to carry out welfare activities of the sportsperson at the same time for disbursement of salaries for the employees of the Authorities. He also informed that the Chief Minister Jarbom Gamlin who is also the Sports Minister has been apprised the problem and appropriate steps are on the anvil. In his recent visit to New Delhi, he had also apprised the situation to Ajay Maken, Union Minister of Sports and Youth Affairs who in turn assured to extend full support for promotion of sports.

At the same time, he suggested coordination amongst the sports departments officials and executive members of sports bodies in order to work for the upliftment of sports arena.

The executive members of Sports Organisations which included Wushu, Taekwondo, Karate, Boxing, Athletic, Football. Weightlifting, Hockey and others attended the function. Mount Everster Tapi Mra also attended the programme and encouraged the young pugilists to earn more laurels for the State.

 

Integrated Disease Surveillance Project training

ITANAGAR, Sep 15: Two days Integrated Disease Surveillance Project training for Medical Officers and Paramedical staffs for two days was organized by District Surveillance Committee, East Siang District on Sept Sept 13-14.

The Deputy Commissioner suggested that the periphery health care staff who are comparatively free at their posting places could spare their time in filling up required forms and formats not only for IDSP programme but also for other health programmes. He stated that IDSP which is going to be backbone of all health care programme is a very important project. Since IDSP is a decentralized health care programme, the health care personnel from Sub-Centres, Primary Health Centres and Community Health Centres should collect information on diseases and health events from villages and rural populace and fed to higher levels for limiting further spread of any disease and prevent and reduce morbidity and mortality.

He also requested the resource persons to be specific and to the point. He requested all the trainees not to forget what is taught in the training and try to utilize it to the best possible level. By being the Mission Director, NRHM in his last posting, he pointed out that East Siang District is one of the best staff placement districts amongst 16 districts in the state and should provide best health delivery systems. He specifically stated that getting posted in own local place should be taken advantage of. Therefore, we all should be committed, sincere and work for own community and own villages. He urged all Hospitals of the district to be the best IDSP reporting hospitals in the state. He also pointed out that the NGOs in the district be used as they know “Where the shoe pinches are “.

He informed the health establishment in the districts that every possible help will be extended to all health administrators for effective health care services in the district. He requested District Medical Officer to deal firmly with insincere health staff, to delivery health delivery system of the district as the best in the state.

The Guest of Honour Dr. K. Lego the Jt. DHS (T&R), Pasighat emphasized the need for dedication and determination of the health services to fight against the ocean of bacteria and viruses. He also warn against complacency of professionalism. With the emerging newer diseases and organisms the health delivery systems should adopt new methods and technology to combat diseases. The Jt. DHS (T&R), assured the DSC that henceforth the General Hospital Pasighat will provide weekly health data to DSU.

The District Medical Officer cum Co- Chairman DSC, firmly stated that each and every health programme be implemented successfully. He said that IDSP is a very important project and if implemented properly in the district, no death, no outbreak of disease will be seen and not to mention of epidemic. He informed the participants and distinguished gatherings that steps been taken for effective implementation of the IDSP in the district. None reporting units will be reflected in their ACRs and pay and salary will not be prepared for the staff of non reporting units of the district. He made a power point presentation on the performance of all the reporting units and asked them to see with their own eyes. He wished all the participants very best and also wished them of good performance in the days to come.

District Surveillance Officer, Dr. Tarik Talom made a power point presentation on the introduction and overview of IDSP.

The resource persons of the training present were Dr. Tapi Ering, Pathologist, Dr. Talung Tali, Medicine, Dr. Tarik Talom, DSO and Anita Libang, Epidemiologist. Dr. Y. Perme, DTO was also present in the inaugural day of IDSP Training. The training was made interesting and interactive by the resource persons. (DIPRO)

 

Training on strategic water management

BASAR, Sep 15: A 7-days long training cum exposure visit on “strategic water management for sustainable production of field crops” started on Sept 9 at ICAR, Basar. Altogether 50 trainees from different villages of West Siang district took part in the programe.

The training was sponsored by Scaling up of water productivity in agriculture for livelihood (SWPAL), under Ministry of Agriculture, New Delhi.

During presidential address, Dr. R. Bhagawati, Joint Director, ICAR highlighted the importance of the training programme and apprised the rural farmers regarding the necessity of management of water in various aspects of day to day life, agricultural practices and industries. He also mentioned about the shifting from Jhum cultivation to permanent cultivation practices.

Deputy Director, Horticulture Bokar Riba, explained the importance of water in the large scale production of horticultural crops. He was able to create a spark on farmers to excel in life by the help of agriculture practices by explaining the success stories of farmers he had come across.

Dr. M. Singh, Senior Scientist briefed the farmers about role of water in farming system to get higher profit per unit area.

A. Kiran Kumar Singh, SMS, Agronomy gave brief description on the types of soil and water conservation measures to increase the farm productivity. He also stressed on the System of Rice Intensification a water efficient rice production technique, importance of soil and water for various agricultural practices and how better we can manage the water in the region for long term use and sustainable growth of the region.

Dr. P. Sharma, SMS, Horticulture, spoke on water management on horticulture crops and nursery management.

Dr. S.P. Singh, SMS, Plant Protection, besides delivering lecture on mushroom production, detailed the farmers about disease management measures for agricultural and horticultural crops. Dr. Manish Kanwat, SMS, Agriculture Extension briefed about participatory approach of water harvesting and its efficient use for crop production and other use.

Rita Nongthombam, SMS, Plant Breeding explained about the screening techniques for resistance to drought for sustainable production of field crops.

Dr. Doni Jini, Scientist, Veterinary Extension briefed participants about use of water in poultry sector and Dr. M. Sharma, SMS, Animal Science, detailed about judicious use of water in piggery sector.

Dr. Goutom Bhagawati, Technical officer, Meteorology, explained about climate change scenario and adaptation and mitigation strategies and also about Integrated Pest Management measures for controlling devastating pests of agricultural and horticultural crops.

B. Saloi demonstrated on post-harvest management and value addition of different fruits and vegetables.

Tony Chemmoth Peter and Kaushik Bhagawati, Research Associates of Technology Mission and NICRA respectively, spoke  on role of water, its conservation, efficient utilization, recycling and preparedness for aberrant weather condition.  

During the training farmers visited ICAR Research Farm Gori.

Breast cancer on the rise

 

Breast and cervical cancers are overtaking pregnancy related complications and childbirths as leading causes of deaths among younger women in developing countries, cites a recent research.

Women in richer countries fared better due in part to screening, medicines, anti-smoking policies and vaccines, they report in the Lancet.

The research backs calls for world leaders to make cancer prevention a priority in the developing world. The new global statistics from hundreds of cancer registries worldwide found there were about 2 million new cases of breast and cervical cancer in 2010, and 625,000 deaths.

Cancer charities and scientists are calling for these diseases to be given a similar global priority to maternal mortality.

In the past, complications during childbirth and pregnancy were among the leading causes of death in women of reproductive age in the developing world.

However, current trends suggest breast and cervical cancer deaths are starting to overtake, in poorer countries.

The research in 187 countries for the period 1980-2010 highlighted stark differences in a woman's chances of developing, and surviving, cancer.

In the UK, a woman's risk of dying from breast cancer has fallen from 1 in 32 in 1980, to 1 in 47 by 2010. In countries such as Rwanda, however, the trend has reversed, with 1 in 60 women now at risk, compared with 1 in 97 in 1980.

 

Parents should come together

Around 20 Arunachali students have been beaten up and manhandled in Valliammai Polytechnic College in SRM Nagar Kattan-kulathur, Kancheepuram District in Tamil Nadu. The students from Arunachal were made the victims of a clash between Tamil students and NE Students, particularly the Tripura students. Arunachali students were singled out and manhandled. The threats from the Tamil students has evoked so much fear amongst the students from Arunachal Pradesh that they did not come out for their classes or for their food in the mess for last two days. Although it is reported that the Principal of the polytechnic has initiated some action after pressure from the parents, etc. but the action has certainly left a bad taste and calls for better protection and support from the concerned agencies including the brokers who set up shops here and make hefty profits at the cost of the innocent parents who only want their children to get the best possible education. At this time of crisis the concerned authorities at Tamil Nadu are not providing any assistance. All the parents who have sent their children outside the State and particularly to Tamil Nadu should consider coming together to request the State Govt to impress upon their counterparts in Tamil Nadu to ensure safety of the students from Arunachal Pradesh.

The pathetic power condition

Dear Editor,

I would like to draw the attention of the concerned authorities towards the pathetic condition of electricity in Likabali, West Siang.

Likabali is totally at the mercy of electricity supply from Assam. Here we usually get 4-5 hours electricity; that too in 20-30 installments- not an exaggeration. Sometimes there is no sign of electricity for weeks, which makes the lives of the people miserable. Earlier there was a generator (diesel), which used to give 2 hours of electricity daily, but it has been abandoned due to environmental concerns.

During every election political leaders pledge to solve the problem. But nothing has changed; instead the situation has turn into 'worst' from 'bad'.

There is an urgent need to solve this problem. People of the locality are facing enormous problem. Moreover it has become a roadblock in developmental process of the area.

Mushrooming associations

 

I

Dear Editor,

I would like to share my feelings about my community and mushrooming of so many associations for personnel benefit. No matter who comes to power, the very community will remain as Nyishi. Why are we looking for momentary joy?  We are not finished here but miles to go.          

It’s my earnest request to the highest body of Nyishi viz.NES & ANSU  to notify if there is any other recognized association in your constitution..

I know only ANSU and NES since my childhood. We dont know NWA, ANYO which have cropped up like virus for vested interest. Please notify it in every Nyishi inhabited district. Let’s not entertain any form of  pro-Govt association.

NWA is a self proclaimed organization with no mandate. I would like request the NWA brothers/ elders please do not play with the mind of people if you cant do anything for the community. Ever since the NWA started writing against the movement, we could not digest a bit. Please remain silent, if you can't even think good for Nyishis'. The appointed to the post of our elders in various posts are done due to their capability and merit. So dont talk about them even, which will hurt their sentiments.

Nyishi Dignity Rally on 13th September, was a total success and we are very much satisfied with the resolution passed by the NES and ANSU. There is no question of regret. We support and will support NES and ANSU movement till justice is delivered.

Regarding other organisations like ANNYA, NCC, etc we dont even want to hear from them.

1.BSNL recharge card:-

Message Packs MRP price is Rs.30/- sold at Rs.90/-.Magic Plan Packs MRP price is Rs.49/- sold at Rs.90/-.Top Up Card MRP price is Rs.55 sold at Rs.60/-.

Cold drinks:-

Mineral water (1litre)  MRP is Rs.15/- sold at Rs. 20/-.

Mineral water(1/2ltrs) MRP is Rs.10/- sold at Rs.15/-.

Every cold drinks of MRP Rs.55/- is sold at Rs.70/-.

Every cold drinks of MRP Rs.25/- is sold at Rs.35/-.

Vegetables items (without MRP):-

When Potatoes per KG is Rs.15/- at Staff Canteen Basar, it becomes Rs.20/- KG at Old Market and Upper Colony Basar.

Now the question is, why is the administration is not stopping such type of illegal selling of commodities above MRP level in the Basar area? I request the ADC Basar to intervene in the matter.

Make the road

Dear Editor,

I would like to draw the attention of concerned authorities regarding deplorable road condition from Gandhi Market, to New Market Daporijo. This stretch of road is completely unmotorable and necessary immediate repairing is required to restore the originality of road.

Hence, I request the concerned authorities and public leaders to take serious note and fill-up the potholes with mud for time being and make it motorable for the convenience of general masses.
